ENACT: Empowering Newcomers through Access to Community and Training

Our English language program helps newcomers gain the skills they need for work, education, and daily life. ENACT goes beyond basic language learning and offers real-world communication practice, career-focused training, and strong community connections.

Who Can Join ENACT?

Anyone 16 years or older who wants to improve their English in a practical, affordable way.
All immigration statuses are welcome (including Permanent Residents, Refugees, Work Permit Holders, Citizens, Student Visa Holders, and Visitors), as long as your visa allows you to study.

Note: Even if you qualify for a free government-funded program (such as LINC for PRs or Stage 1 & 2 for Work Permit Holders), you can still choose ENACT if you meet its requirements.

Program Structure

ENACT has six main levels to help you progress step by step. Each level has four sub-levels (1–4):

Real Beginner (RB 1–4)	Build a strong foundation in English.
Basic (B 1–4)	Develop essential communication skills.
Upper Basic (UB 1–4)	Strengthen grammar and vocabulary.
Lower Intermediate (LI 1–4)	Expand fluency and understanding.
Intermediate (I 1–4)	Improve both speaking and writing skills.
Upper Intermediate (UI 1–4)	Prepare for advanced academics, careers, and standardized tests.

New learners are accepted through monthly intakes, depending on availability and enrollment. Start dates may vary based on class size and instructor availability.

The promotional tuition rate is $495 for the first month, with the required books included at no additional cost.
Registration must be completed on or before September 15, 2026.
The promotion is limited to the first five eligible registrations and is available on a first-come, first-served basis.
Applicants must have successfully completed CLB 6 or an equivalent level.
Payment is not required at the time of registration. However, the $495 promotional tuition must be paid in full on or before the first day of classes.
Books will be provided after payment has been received.
If payment is not received by the required deadline, the promotional rate will not apply. Regular tuition and applicable material costs will apply.
Books are subject to availability and are offered while supplies last.
The promotion cannot be combined with any other promotion, grant, or discount for the same month.
The promotion is non-transferable and has no cash value.
RODS reserves the right to modify, suspend, cancel, or withdraw the promotion at any time without prior notice.

Student Achievement Grant

Pay only $425 the following month

Achieve an overall grade of 80% or higher in a given month to qualify.

Eligibility is assessed monthly
The reduced rate applies to the immediately following month
Students can qualify again each month

Materials: CAD $70 per major level (approximately 4 months)

This promotion applies to the following major levels:

Real Beginner
Basic
Upper Basic
Lower Intermediate
Intermediate
Upper Intermediate

Tuition must be paid in full before the first day of classes for the month in which the grant applies.

Terms and Conditions

Eligibility is determined monthly based on the student’s academic performance during the preceding month.
Students must achieve an overall grade of 80% or higher to qualify.
The $425 tuition rate applies to the immediately following month only.
Tuition must be paid in full before the first day of classes for the month in which the grant is applied.
If a student’s overall grade is below 80%, the regular tuition rate of $545 applies the following month.
Students may qualify again in subsequent months by meeting the academic and payment requirements.
Students who receive the October first-month promotional rate may qualify for the Achievement Grant for the following month. The two rates cannot be applied to the same month.
The grant is non-transferable and has no cash value.
The grant cannot be combined with any other promotion, grant, or discount for the same month.
RODS reserves the right to modify, suspend, discontinue, or change the eligibility requirements of the grant.

Special September Opportunity

Are you currently at CLB 5?

You may be able to start ENACT in September!

Applicants must have successfully completed CLB 5 or an equivalent level, with no individual language benchmark below CLB 5.

Placement in ENACT

We want you in the right class from the start. Here’s how we find your level:

Use Your Existing Test Results:
If you have a valid score from Duolingo English Test (DET), Pearson English Test (PTE), IELTS, CELPIP, TOEFL, or a CLBPT from LARC, we can place you based on those results.
Use Your LINC Certificate:
If you have completed a LINC program and have a valid certificate, you can use it for placement.
Take Our Placement Test:
If you do not have a recent test, take our internal test for $70 CAD.
